I’m wondering if it might be possible to add a rachel image for a website (say khan academy) to a mobile phone so that the user can use the image directly without connecting to a router or having data. I have close to no subject matter expertise on this subject, so any recommendations/guidance would be greatly appreciated.

Yes this is possible, there’s a 32Gb file somewhere with just static html. I can’t find it just now
Stick it on a SD and use file:// in the browser to navigate it.
Or use Httrack to download complete (creative commons) websites
