InfoDev, supported by the World Bank, supports incubators who support entrepreneurs around the world.
Perhaps you could ask if the World Possible partner program could be considered an incubator.
It’s not a perfect fit because they appear focused on commercial entrepreneurship, specifically online & mobile apps. (I am not sure if your partners must be non-profits or what the rules are regarding charging for services that are not confused with charging for the creative commons content.)
