Static Wikihow isn't static

Hi Jeremy,

I think there’s an issue with packages on the FTP. en-wikihow-static.zip is the one I grabbed. This is a screenshot of the contents https://imgur.com/a/SNSHQFK which doesn’t match yours. There is also an issue other modules having doubled content where they contain two copies resulting in doubled size. en-kaos is one of them.
